Illinois APLD Access & Registration Policy
Process: Illinois Anti-Predatory Lending Database (ILAPLD) Access

Purpose
To ensure Illinois Loan Officers have access to the Illinois Anti-Predatory Lending Database (ILAPLD) and are able to complete the required database entry and obtain the applicable Certificate of Compliance or Certificate of Exemption when required.
LOs should request access as soon as they are approved to originate Illinois loans and should not wait until a loan is approaching closing.
Request for Access Through Coast2Coast
To begin the process, email: support@coast2coastml.com
Request assistance with ILAPLD access and provide:
- Full Name
- NMLS ID
- Illinois Mortgage Loan Originator License Number
- Email Address
- Branch/Company Information, if applicable
- Any error message received during registration, if applicable

Complete ILAPLD Self-Registration
Once instructed to proceed, access the official ILAPLD website:
Illinois Anti-Predatory Lending Database – Broker Self Registration
Select “Broker Self Registration.”
You will need:
- Your Illinois mortgage license number
- Your 9-digit ILAPLD PIN
- Leading zeros must be included in the PIN
The ILAPLD system currently identifies the broker license format as MB.XXXXXXX and requires a 9-character PIN.
Complete Registration and MFA
Complete the registration process and establish your user credentials.
ILAPLD requires multi-factor authentication (MFA) for users.
Once registration is complete, confirm that you are able to successfully log in.
If Registration Does Not Work
If you do not know your PIN, receive an error, or are unable to complete registration:

IDFPR identifies ILAPLD Customer Service as the appropriate resource for assistance with the database.
Loan Entry and Certificate
Once access is established, the LO is responsible for completing the required ILAPLD entry for applicable Illinois loans.
Enter the required:
- Borrower information
- Property information
- Loan information
- Mortgage amount
- Property PIN
- Lender information
- Other information required by the database
Generate the applicable:
- Certificate of Compliance, or
- Certificate of Exemption
The certificate must be retained in the loan file when applicable.
Certificate Accuracy – Required
Before the certificate is accepted for closing/recording, the LO/loan team must verify that the information on the certificate matches the applicable loan documents.
At a minimum, verify:
- Borrower name(s)
- Lender name
- Mortgage/loan amount
- Property address
- Property PIN
- Applicable dates and other certificate information
IDFPR's current guidance specifically states that the certificate information must correspond with the mortgage document, including the borrower, lender, dollar amount, PIN, and property information.
Do not manually alter the certificate after it is generated.
Closing/File Requirement
When applicable, the ILAPLD Certificate of Compliance or Certificate of Exemption should be treated as an Illinois closing/title requirement and must be obtained and retained in the loan file in accordance with Coast2Coast procedures.
Important: IDFPR states that for applicable Cook County transactions, the certificate should be issued only after the closing agent has determined that the APLD requirements have been satisfied. The certificate may properly be treated as a condition for funding.
Compliance Timing
For loans subject to the APLD requirements, Illinois law requires the broker or originator to submit the required information to the database within 10 business days after taking the mortgage application.
Do not wait until closing to initiate the ILAPLD process.
Responsibility
Loan Officer:
Responsible for requesting access, completing registration, maintaining access, and completing required ILAPLD data entry in a timely manner.
Loan Processor / Operations:
Responsible for confirming that the applicable ILAPLD certificate is present and consistent with the loan documents before closing/funding, in accordance with Coast2Coast procedures.
Compliance:
Available to assist with questions regarding Illinois APLD requirements or exceptions.
